Korea Tax Refund Guide for Tourists: Shops, Kiosks, and Airport Steps

Tourist shopping, passport verification, and airport tax refund kiosk in Korea

Foreign visitors can often recover part of the tax paid on eligible goods purchased in Korea. The process is straightforward when you use a participating store, keep the correct refund voucher, and allow enough time at the airport.

Quick answer: look for a “Tax Refund” or “Tax Free” sign, present your passport, request the refund document before leaving the store, keep the goods available for inspection, and complete any required customs or refund step before departure.

Duty free and tax refund are not the same

A duty-free store removes eligible taxes before you pay. A tax-refund store normally charges the tax-inclusive price and provides a separate refund process. Some participating stores can deduct the refundable tax immediately at checkout.

Do not assume every shop participates. A normal receipt from a non-participating store is not enough. Check the sign at the entrance or register and ask before payment.

Who is generally eligible?

The system is intended for qualifying foreign tourists who will take the purchased goods out of Korea. Eligibility depends on immigration status and length of stay. Korea Tourism Organization guidance describes foreign visitors staying in Korea for less than six months as a main eligible group, with separate rules for overseas Koreans.

Residents, people purchasing for business use, and travelers who do not export the goods may not qualify. When your status is unusual, confirm with the refund operator or Korean authorities rather than relying on a store employee’s guess.

Minimum purchase and immediate-refund limits

According to the current Korea Tourism Organization guide, the minimum eligible purchase is generally 15,000 won at a participating store.

For an immediate refund at checkout, the official guide lists these limits:

  • The single payment must be at least 15,000 won.
  • The single payment must be less than 1,000,000 won.
  • Total immediate-refund purchases during the trip must be 5,000,000 won or less.

Limits and procedures can change. Check the official guide shortly before a large purchase.

Option 1: Immediate tax refund in the store

This is the easiest method when available. Present your passport before payment and tell the cashier that you want the immediate tourist tax refund. The store verifies your eligibility and deducts the refundable amount from the price.

Check the final receipt before leaving. Confirm that the tax benefit was applied and keep the receipt until after departure. If the store cannot process an immediate refund, ask whether it can issue a general tax-refund voucher instead.

Option 2: General refund after purchase

With a general refund, you pay the tax-inclusive price and receive a separate refund voucher. Depending on the operator and purchase, you may claim the refund at a downtown counter, mobile service, airport kiosk, or refund counter.

A standard card receipt alone does not replace the refund voucher. Verify your passport details, refund method, purchase amount, and document number before leaving the shop. Correcting an error after reaching the airport can be difficult.

What to keep

  • Your passport or accepted identity-verification method.
  • The original purchase receipt.
  • The separate tax-refund voucher issued by the participating store.
  • The purchased goods, unused and available for customs inspection when required.
  • The payment card used for the purchase, when requested by a downtown refund operator.

Do not pack inspected goods deep inside checked baggage before you know whether customs must see them.

Airport refund process

  1. Arrive early. Refund lines, customs inspection, airline check-in, security, and immigration can take time.
  2. Find the tax-refund or customs kiosk before checking a bag that contains the goods. Scan the required passport and refund documents.
  3. Follow the kiosk result. Some purchases clear electronically; others are selected for customs inspection.
  4. Show the goods if requested. Customs may need to confirm that eligible goods are leaving Korea.
  5. Complete the refund. Use the designated refund counter or kiosk according to the document instructions.

Counter and kiosk locations can change. At Incheon Airport, check the airport map or information desk on the day of departure rather than relying on an old screenshot.

Downtown refunds still require departure compliance

Some operators offer a refund at a downtown booth before you reach the airport. This can save time, but it does not necessarily eliminate the customs requirement. You may still need departure confirmation, and the operator may use your credit card as a guarantee until the export step is completed.

The current official tourism guide states that downtown refund purchases must not exceed 6,000,000 won per receipt. Each refund company may operate its own counters and payment methods.

How much money will you receive?

Do not expect the full 10% VAT to appear in your hand. The refund is typically lower because the taxable base and processing fee affect the final amount. Korea Tourism Organization guidance says the practical refund is often approximately 5–8% of the purchase price, depending on the price, operator, and refund method.

Which goods may not qualify?

The system is generally designed for eligible goods that leave Korea. Services and items consumed in Korea are commonly outside the ordinary shopping-refund process. Rules may also exclude certain regulated products or purchases that do not meet the store, value, documentation, or export conditions.

Ask the participating merchant about the specific item before payment. The presence of a refund logo does not guarantee that every product in the store qualifies.

Common mistakes

  • Shopping at a non-participating store and expecting a refund from a normal receipt.
  • Forgetting to show a passport before checkout.
  • Losing the separate tax-refund voucher.
  • Using or opening goods that customs may need to inspect as exported purchases.
  • Checking baggage before completing a required inspection.
  • Arriving at the airport without extra time.
  • Confusing duty-free purchases with post-purchase tax refunds.
  • Failing to complete airport confirmation after receiving a downtown refund.

Simple shopping checklist

  • Check for the Tax Refund or Tax Free sign.
  • Ask whether the refund is immediate or general.
  • Show your passport before paying.
  • Confirm the refund document and amount.
  • Keep the goods, receipt, and voucher together.
  • Check the departure airport’s current refund locations.
  • Complete customs confirmation when instructed.

Review the latest limits and procedures in the Korea Tourism Organization comprehensive tax refund guide and the Korea Customs Service tax refund guidance. Airport counter locations and operating arrangements may change, so confirm them again before departure.

Bottom line: use a participating store, present your passport, obtain the correct refund voucher, keep the goods available, and finish any customs or airport step before leaving Korea.
